Which is still an absolute statement.
He's giving the Jedi equivalent of "All black people are lazy," with the added irony of doing exactly what he accuses the group he dislikes of doing, proving himself to be a hypocrite. It's the second worse line in the prequel trilogy, only behind, "Anakin, you're breaking my heart!" The entire pre-fight confrontation is just terribly written and acted.
