A simple test to prove that you're capable of faith healing -- the government brings you someone who can't walk, and you fucking heal them. Or someone who is blind. I would make them heal several people before they get the license, but I agree with your basic point. I also think that "psychics" should also have to have a license before practicing, and that they, too, should have to prove they can do it before the license is issued. All who practice without a license should be punished for fraud (in addition to practicing without a license).
Since they are all frauds, no one would be issued a license.
