You're right. At some point it would have to mean that there are a lot more survivors than what's implied, in order to explain hordes of the walking dead traipsing through town with regularity. But would the show be nearly as good?
The sad part is, they could have addressed it in the episode where they visit the CDC. They could have used the doc there who was studying the walkers (spoiler
