That's what I've been saying---he's not lying---at least from my experience with the same, he's not. He probably was offered what he thought was a scholarship. Politico is making the inaccurate leap that one needs to apply to a service academy to be promised an appointment. I was promised an appointment without ever having considered the Naval Academy. After that one meeting with a Blue & Gold officer, I would have said (and did say) that I was offered a full ride scholarship to the Naval Academy.
The circumstances might well fall out as you've described, and no harm nor foul laid -- but claiming that the offer came from the highest-ranking general in a meeting that can not have happened is certainly corrosive to his credibility.
