Their reconnaissance and tactical intelligence capabilities are probably poorer than ours.  So when they bomb hospitals, it genuinely is more likely that they did it by mistake, even if they are probably slightly more likely to actually try to do it by design.

Well, they didn't. So far. I only mentioned it because civilian casualties are only mentioned these days if the wrong party is doing them or if you can't brush them under the carpet because you can't hush bombing a hospital.
