A mass shooter is targeting everyone. That is why he is a mass shooter after all. And, yeah, if you're referring to one of these open-carry sorts, that's probably accurate. Assumptions, assumptions. Any evidence for this "more likely to freeze up" assertion?
People do need in-depth training. You need skills to safely handle and operate a gun. Shooting at a paper target on a range doesn't prepare someone for a real life-threatening scenario where you use the gun or you (and possibly others) die. There are no skills acquired without training (I'm not talking about a one day "here's how you don't shoot yourself in the foot" type of course; I mean a thorough, intensive course and as many more as possible - the more the better).
For what it's worth, I've had training and I don't have any desire to be a hero or to save the day. As a matter of fact, I never want to have to use a gun and I'll do everything I can to avoid it. But, if it comes down to it, I can use one and I can do so competently.
