No they have not won, yes he needs to leave now. Let's assume you're the captain of a football team, you have a ferocious lead of 6 goals to nil and there are 20 minutes to go. The other team says, "alright, you won, just go sit on the sidelines for the next 20 minutes, let us keep playing and we promise not to score 7 goals." Do you honestly believe them? Do you just take it on faith?

Just because some of our congressmen disagreed with Obama, or called for him to leave, doesn't necessarily mean all of their constituents want him out. The unfortunate problem with politicians is that you can vote for them because they agree with you on some things (supposedly) but may not agree with you on others. Sometimes they get into office and throw EVERYTHING out of the door. There's a good chance that the majority of the people backing those congressmen don't want Obama to go. The only way anyone could be sure of that is if a crowd of people stormed the white house. Or the vast majority of Americans took to the streets in protest of his presence. Then it is not elected officials "speaking for" their constituents (which we seem to be overly comfortable having them do), but the actual flesh and blood citizens of America.

If I am correct in my details, then it is the actual public calling for his removal and he needs to step the fuck down. A lot can happen in six months.
I've seen reports that a lot of Egyptians prefer if he didn't step down immediately and followed his word in 6 months, and after the constitution is changed
