According to Walk Score, the Downtown area requires the least need for a car. Apparently the website rated neighborhoods within the area according to walkability, ease of access to public transportation, number of bike paths, etc. It also features homes and apartment complexes in each neighborhood, with pricing and pics.

Click on Nearby Apartments. The available listings are on the left. The most affordable one I saw (I only scrolled through the first 20 or so) was a one bedroom apartment around $610.
