Strange..."the government" doesn't seem to be quite as capable as you think it is...judging by our misadventures overseas. They don't even seem to be capable of competently delivering the mail.....
Lets imagine I'm a rebel, or an insurgent, a terrorist.... whatever. If they use a drone to kill me I've already won. If they use an airstrike I've not only won but impoverished them. This is, essentially, the best case scenario for a legitimate revolt.
