Scoobs, I'd think that there would be better ways to in force population control. Such as killer virus/bacteria/spore, inoculation during routine vaccinations, incorporation into injectable street drugs, put into select population drinking water, added to baby formula distributed through federal assistance programs, ............... And all that would be reported is "an outbreak". If the source was identified it would be chalked up to contamination. No specific entity doing the killing. All nice and clean and certainly less traceable.
