I dont think this is a workable idea.
My wife works but does earn enough to pay tax.
Under your scheme she would receive nothing if made unemployed which would mean we would have to get benefits from my taxes which would adversley effect us in the event that I was laid off. I am a public sector worker and the government wants to make 500.000 public sector workers redundent so it is quite likely.
