Not as populated up there as in the lower 48...or to be more specific - the East coast. Here, it's age 15 and 9 months you can apply for your learner's permit by taking the written exam. When you've got your required credit hours in plus your required driving hours in and your certificate for passing the driver's ed course has been signed by the instructor, you can then take the driving test. If you fail that, you have to wait 30 days to try again.
I failed my written exam twice. Got it the third time. Passed the actual driving test on the first try.
You'd be surprised actually. I currently live in Boise (capital), Idaho (Nampa technically, but close enough) where the population is actually smaller than Anchorage, Alaska.
