Just look at the tunnels used by drug smugglers for examples of determined people getting through.

And the prick should be executed, but unless you're willing to put up with the cost of a wall 10s of feet high, that extends below ground, is permanently electrified with high levels of power, is under permanent surveillance by hundreds of devices, including cameras and drones, and the thousands of people needed to patrol it, then go ahead and put forward the proposal...
