It's made of ammonium nitrate (fertilizer) and aluminum powder, that's why. Same reason that ANFO isn't banned, despite being used by domestic terrorists to destroy a federal building.
The components for both are probably available in your hometown as well, though it's probably unlawful to make a bomb out of them (much as it is here unless you've gone through the requisite red tape).
The guy in the video is weapons grade dumbass. I sincerely hope he finds a different hobby - and doesn't breed.
