Where did you get anything systemic out of my question? I'd suggest reading what I actually wrote, instead of projecting your ill-founded biases.
To answer your question directly, if you knew half as much about America as you seem to think you do, you'd know that schooling is handled on a state and local level, such that referring to one "system" is silly.
But hey, if embracing stereotypes helps you feel better about yourself, don't let me interrupt you. It's good to see that Americans don't own the monopoly on ignorance, at least.
