From the perspective of a dog, being rebuffed and knowing it is a lot harder - one probably has to bite.
With humans though, a declination of sex is enough of a rebuff.
Dogs can keep coming back when rebuffed, violence optional. I consider that to be rape, myself. A simple declination doesn't necessarily remove the desire... ever asked for a sandwich and been turned down? Are you still hungry? Likely.
It can be plenty difficult to rape another human... depends on the target. Best detriment to rape? Strength in numbers.
