From Bulbapedia " To have full access to one's account, players must first send a Pokémon to the Dream World by using their C-Gear's only Online feature, Game Sync. After doing so, players may now have full access to the Global Link site. An account may only have one Pokémon Black and one Pokémon White game with access to it.
When doing certain actions for the first time, players are given a tutorial by Fennel. They may then explore the rest of the Dream World on their own.
Due to the amount of people accessing the site at one time, players are currently given only one hour to access the Dream World a day. They may enter the Dream World again 24 hours after when they have entered. However, the website may occasionally be under maintenance, prohibiting access. Additionally, Pokémon may not be sent to the Dream World through Black or White during this time.

I just checked up on my Victini, I gave up on it.

Fyi, it isn't banned from OU/Standard. Might change with V-Generate, but many doubt it. Calculating in STAB, the move has 270 base power. And can be used again. And again. Add a choice band and it is a move with 540 base power. Backed up by a 100 base stat. When that move comes out little fire pixie will be a monster. Remember: there is a huge difference between 'legendary' and 'uber' (banned from OU). Some fail to even make OU.

It has definitely secured itself a place in OU without V-Generate. By the way, lofty as 100 base stats may seem... without V-generate: this thing is a lightweight offensively in a ring that includes the likes of Salamence, Exadrill, Tyranitar, Machamp, Scizor, Breloom, (is Garchomp banned yet? Probably nope ^_^), Terrakion, Gyarados, Sawk, Meinshao, Bisharp, Landorus, Electrivire, Blaziken, Latios (which has some possibility of being banned, though it survived the last two times it was nominated), Sharpedo, Weavil, Chandelure, Darmanitan, Alakazam, Porygon-Z, Volcarona, Gengar, Espeon, Latias, Magnezone, Heatran, Keldeo, Zapdos, Gallade, Gardevoir, Roserade, Azelf, Reuniclus, Beheeyem, Hydrelgon, Tornadus, Thundurus, Togekiss, Zoroark, Yanmega, Lucario, Gorebyss, Empoleon, etc.

Mew is fine, Jirachi is fine, Celebi is fine, Victini is fine. They are just good pokemon this generation, they are not beasts that will slaughter their way through every gym leader and the elite four If you really are giving up on your victini, could you tell me its nature? ^_^
