No it's not, cognitive dissonance is holding two contradictory ideas to be true simultaneously.
Rayaan's belief in Allah despite no epistemic justification is caused by biases.
I don't think it's possible to know you have a bias and honestly reach a conclusion based on it, so that's perfectly true. Your truly beleiving you don't have biases towards Islam says nothing about whether or not you do.
Your belief that the Quran being "perfect" (a subjective term to begin with) is evidence for Islam is one example of one cognitive bias.
Want the most hefty brain workout you will ever have? Present us with an epistemology that you believe is sound and valid and permits belief in Islam.
So you believe something more strongly? So what?

If I truly thought that I have a cognitive bias towards Islam, then I would've automatically become an atheist by now, and by myself, without even coming here.
