Here we let out most of our nutters and closed most of the loony bins. They are pretty much allowed to wonder at large. They're allowed to sleep in some of the parks (not the Botanic Gardens),under bridges and in dumpsters,which are also their major food source.
If they become too annoying we just put them on a bus and send them to another major city. Perth is the preferred destination as it's 2000 miles away. Unfortunately ,bureaucrats and politician have no imagination,so every state does the same thing. The status quo never seems to change. I kid you not.
