It's a tough situation. When I went to school I don't recall ever being in any classes with disruptive students. However, the VP at my junior high school did have the authority to use a wooden paddle on the behinds of disruptive students.
In today's schools the teachers simply call the cop and the cop beats the crap out of the disruptive student. In the end the bad student ends up in more trouble than if would have under the old system of getting a whack or two on his butt.
