you'd think so, but it depends on the dynamics in the tribe at the time. Russell was able to survive the chaos he was causing because (1) people didn't know he was the cause of some of it, and (2) the chaos he was causing stirred up enough paranoia among other players that they all turned on each other and never got the opportunity to take him out.

That's basically what happens - it saves people for a single vote and then they're vulnerable again - that's why people talk about "flushing the idol" to force it to be played and then they can target those people the next time they vote.
The problem with not flushing the idol last time is that now they're in a 4-4 tie situation, so the guys having the super idol (played AFTER all the votes have been read) means they have a huge advantage now and could swing the whole game back in their favor.
