1) and 2) are statistical claims.

1)who has the best intentions is a better person and is almost certainly more likely to actually be the person who does the most moral good through moral acts in the long run --2) most of the time good people do good things and bad people do bad things, not always but intentions matter.

Who produces the best long term consequences has done the most moral good through moral acts, but who has the best intentions is a better person
