To some degree yes, and to some degree no. I'm sure there are rules saying that unsecured lines are OK in some circumstances, but do we know that this was one of those circumstances? My initial thoughts are that this was probably not allowed. Clinton would have chosen to use an unsecured line immediately if given the opportunity. The fact that they tried to use a secure line for an hour suggests to me that they were supposed to use a secure line. Honestly, if this were a call that did not need to happen securely, I can't see why they would try to do it securely for an hour before giving up.
It's the attitude that really annoys me. Security is important, nowadays more than ever.
