Here is my opinion:

I take it you mean it's all right for people to cry. Whining and crying are two different things but I don't see your point. Gender is irrelevant to it and both whining and crying is all right for any person of any gender if by "all right" you mean "acceptable."

Both acceptable but one is annoying. I think that was the point at least.

Annoying or cute, for either gender, depending on context and who is doing the whining I think, hehe.
