We know Hilary broke laws, the Inspector General/State Department (report) agrees. Hilary will not be president. She will be indicted. The FBI will have to explain to the public why they chose not to recommend indictments if they chose not to. Given that we already know Hilary broke laws, that will be hard for them. She will be indicted.
Someone doesn't understand the role of frontman supported by money in American politics. The FBI may indict, between Election Day and Inauguration Day. I don't think they will do so beforehand, in order to avoid the appearance of political machinations; they most likely won't indict after inauguration, given that Clinton will herself be at the top of that chain of command.
