Yeah, but you're not privy to the inner workings of the EU. Even if it is the whole mile with 2 years, fat chance of granting the UK anymore favors. They will have to take the backseat at every given opportunity, they will have no influence whatsoever and there already have been official statements of it being unthinkable that they take on the EU presidency in 2017.
So, yes, they may stall. But that certainly wouldn't work in their favor, since there already were strong sentiments against the UK getting sweet deals whenever Cameron showed up at Brussels. This period is definetely over, unless all the other EU representatives are bound to fly a suicide mission.
They will get the ass end at every given opportunity. Out of a sheer instinct of self preservation, since as I said, there are quite a lot strong nationalist parties in Europe. And they would not hesitate to cash in on a british success.
