Actually just over half of the people who actually voted wanted to leave. That's all we know. The abstainers might not even have known and decided to stay at home. Polls said that there was still a huge number of undecideds right until the last moment. And many of those who did vote to leave are now regretting it. Many didn't expect it to actually happen and were just making a protest vote.
