They attacked at Brussels and France. Brussels is the seat of the EU and NATO. Both their more or less sworn enemies. France is already destabilized by a strong national party and by a president that is hated by most of the population. In my opinion they're aiming for a divided west, something Le Pen will only be too eager to deliver. If she wins the French elections and France were to leave the EU, the EU is dead. One of it's founding members dropping out would not only be a political but also an economical nightmare.
Mission accomplished if that were to happen.
My opinion, based on what experts say about the possibility of Le Pen winning and taking it from there. Also, striking on the 14th of july in France sends a very strong message of you're not even save on your day of celebration. A day when France is traditionally flexing it's muscles with a grand military parade at Paris.
