I had to refresh my PC back to Windows 8.
Windows 7 occasionally does that for me. You can select which updates to install. Only one of them will be failing. So go through the list one at a time and install each one until you come across the one that makes Windows revert updates. When you find it, you have the option to ignore that update. Then you can do the other updates. Other than security concerns, it's one reason why you should make sure to update regularly. The more updates it keeps trying to install and then revert the longer it takes.
I assume that this is still the case for Windows 8 onwards.
