My point is that you have someone saying we don't know who they are but we know who they aren't.
Then witnesses who were actually there saying yes they spoke in a foreign Arabic sounding way and looked North African/Arabic.
I'm not saying everyone there is an immigrant but why would someone deny they are immigrants while also saying they don't know who they are. While you can make an educated guess there is a fairly high probability of them being immigrants.
Maybe they know they're not immigrants, but they don't know exactly what ethnicity.
At the time no particular people were arrested or suspected, there were just descriptions of people who looked Arabic or North African and spoke in foreign accents.
How could you know someone isn't an immigrant purely based in descriptions which suggests they were immigrants.
