The 7th day is the culmination of the ordering of the cosmos that sees God taking his place at it's centre. He isn't resting as in putting his feet up and doing nothing, but taking up his place as air traffic controller, with everything now set up and ready to roll. God never rests but sits on his throne orchestrating this reality.

This is a strict exegesis of the text, which we must not just take at face value, or from third person translations, but from the context of the civilization to which it was revealed.
