Insurance - all insurance really - is basically a Ponzi scheme.  It needs healthy people who don't use the service to subsidize the sick ones who do.  Just like auto insurance needs good drivers to subsidize bad ones, just like life insurance needs young people to subsidize the old who are likely to die and claim benefits.
