I used to moderate a dating forum, and this is by far and away the most common question we got. I think basically every single person goes through this at one point or the other. My own anectodal observations are that it happens more to men, but it most certainly happens to women, too.
How do you break yourself of this pattern?
Do things not related to women you are attracted to but make you step outside of your comfort zone. Try new things. Is there anything you want to try but some little fear holds you back? Talk to people you wouldn't normally talk to (and again, I don't mean attractive women). People in the line at the grocery store, or at work, or wherever you encounter people. Do things that help you gain confidence. Take classes, go skydiving, join a knitting club if you have always wanted to knit. You have to decide this for yourself.
OF course you are frustrated. Who wouldn't be? Sex is a powerful drive that invades every thought and action. Annoying, isn't it?
