Yeah, it's pure bullshit. The Dalai Lama is here elevating himself above those believers who also preach violence. He's essentially saying that he's better than them, and so they can't be a member of his club. It's just bullshit elitism. He's trying to insulate religion from charges of violence by redefining who is a believer and who isn't. Were the Catholics who burned heretics not True Catholics? Rubbish. This is nothing but an argument by fiat.
