Actually it's been the late 80ies with the fall of the Iron Curtain being the trigger. The first instance of widespread Xenophobia, directed at Eastern Europeans at that time. In the case of Germany, even at citizens of the former GDR. That's what gave rise to the so called Republicans there. Long gone by now, but replaced by even more despicable forces.
