I also take a dim view of 'line jumpers' and to date, I have NEVER heard a convincing rationale for allowing it in regards to immigration.
If there is a clear and logical basis for allowing it, I'd really like to see it.
On one side of the family, they came through Ellis Island, with the clear understanding, they might be sent back. (LOL, found out a few years ago there is family lore on the continent that those émigrés were lost at sea or died of cholera as none of them ever wrote back to let them know what happened)
Other side of the family we go back in the genealogy to the Revolutionary War, but can't get past that time so don't know how they got here. I'd like to think a ship load of convicts was dumped to survive or not by their own wits and I'm a descendant of that bunch, but Idunno. It would explain some things . . . .

The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
