It's the age-old instinct to fear The Outsider, manifested into a new, more abstract form. It's not the first, and it won't be the last.
In 200 years we'll probably be hesitant to allow people without cybernetic implants into the country, because they won't be able to keep up with the upgraded Übermensch natives in whatever few jobs haven't been automated. A few might also spread their dangerous, backward beliefs about abandoning the pursuit of perfection through upgrades.
Farfetched? Perhaps, but 200 years ago blacks worked the cotton fields, women were little more than decorative cattle and the fastest method of transportation was the steam locomotive. The world changed, people kept moving from place to place and there was a distinct lack of societal collapse because of it.
