Of course she was pandering. I believe she said it to a group of wealthy donors. She was pandering to them...letting them feel superior to the deplorables, instead of talking about something uncomfortable like, say, wealth inequality. And to be fair to her team it should have worked based on past elections. She outspent Trump 2 to 1. They failed to realize that certain dynamics, notably the effectiveness of TV ads, were changing.
