I object to the title. He wasn't targeting spas, he was targeting Asian people. If his targets were spas, he would have burned them down or blown them up when no one was there. When a lunatic goes to a mosque and shoots Muslims, the mosque isn't the target, the people are.

Not all the victims were Asians.  6 of them were Asian women. A white man and white woman were murdered too. But I do agree, the likelihood of Asians being the target is extremely high. Those two simply got in his way. He would have killed even more Asians if police had not caught him.
