can you give an explanation for the very nearly universal height imbalance in government positions that is not rooted in discrimination against dwarfs?

In point of fact, I can. Dwarfism accounts for about 1/40 000 people worldwide.   Therefore, I would expect dwarfs to hold approximately .0025%  of available management positions. Females, on the other hand, account for roughly 50% of the  population of Ireland. Thus,  when women hold only one in five available management positions, I am forced to wonder what else is at play.
