It depends on the scandal.
For example in the Profumo case a senior British government minister was sharing a mistress with a senior Russian official.
And in the case of Trump he has a series of allegations against him including the alleged rape of a thirteen year old which makes you wonder how much of a sexual predator are you willing to accept in your leaders.
