Here we have someone willfully targeting people he thinks are of an ethnic group and doing his best to terrorize them out of the country. Normal people don't commit arson over a lack of a fruit juice brand!
He's not serving a personal dispute but an ideological movement. It's obvious that you would want to come down harder on goons of all stripes when they commit crimes in pursuit of a cause.
