In an ideal world, sure.
But it isn't ideal - hospitals are obliged to provide care and the Conservative fear that "undesirable ethnicities will continue to breed" would remain a certainty. Costs will still continue to climb.
If they get rid of one bugbear, it is quickly replaced with another.
