This is best because:
a) more people didn't have to be fucked over or die to prove them wrong.
b) it was a quick failure. Not drawn out over years where they can whittle down opposition and truth.
c) it'll be harder to blame it on anyone but the Republicans themselves.
The VERY best outcome would have been for it to go to a vote and fail, but that was too risky for both sides.
