They're not sure what's going on, but they saw something to shoot, and they went for it. Not even going to try to investigate, and assess the situation, or anything you'd expect a trained police officer might do. If it moves, shoot it. if it doesn't immediately obey commands, shoot it. If it looks like it may do something troublesome, or try to get away, shoot it.
