What they differ in is the ability to seek and perform work.
Sure, but looking into the future, if able-bodied people aren't able to find suitable jobs because of automation and sending jobs overseas, there's no work to seek or perform in the first place.
The elderly often have declining physical and mental capabilities (sorry, I don't mean to insult old people here

I don't think it's unreasonable to consider an income floor for both scenarios.
