Okay, looking it up, Williamstown is less than 40 miles' drive from Cincinatti (less as the crow flies). And presumably, there are parts of the river much closer than that. I'm not sure how far afield river floods can get, but if a flood happens to hit the Ark, I'm going to go out on a limb and say it might not handle it, unless maybe they cheated and put some modern reinforcements in for such an occasion. And given how wooden ships shorter than the canonical 450 feet invariably tend to buckle under the sea's pressure, I can't see it being useful for anything but bilking people out of their hard-earned money.
