I don't think there is any specific rule prohibiting bribing of admins or mods here in the Terms of Service.

Of course, since it is unregulated and if someone offers something of value and the expected 'service' doesn't accrue, there would be no recourse . . . .
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
