What I took from that article is the assumption that a head of state can just "fix" the media to tell the story the head of state wants. He assumes she has the equivalent of Fox news or Pravda to do her bidding,. this is a glimpse into the mind of a dictator.

It's closer to Faux than Pravda/RT in that like Drumpfuck May has certain media bosses (in her case the Dirty Digger, Rupert Murdoch, Paul Cuniting D'Acre and Richard Dirty Desmond) she obeys without question in return for them being not overly critical of her and not publishing FAKE NEWS!!!!11!1!1!1!1!1!1!!111!!1!1.
