Yeah, the rules for regeneration are getting strange: for some reason, the writing staff says switching genders is okay, but somehow, you're still limited to doing it a total of 12 times?
I noticed that, too, regarding the number of regenerations. Isn't this going to be the thirteenth? How are they going to explain that?
To be clear, I'm not so much complaining about them casting a woman as I am about the strange things the writers think they can mess with vs. the things they think they can't. One would think it would be easier for them to change the number of regenerations than to change their genders, especially with this:
